Prohibits contracts between optometric service corporations, health care organizations, disability insurers, group disability insurers, and blanket disability insurers with optometrists from requiring optometrists to provide uncovered services at insurer-set fees.

Allows optometrists to offer non-covered vision services to covered individuals at fees determined by the optometrist without restriction.

Prevents contracts from requiring optometrists to use specific vendors to replenish spectacle lens inventory after dispensing their initial inventory as a covered service.

Permits sponsored discount programs for non-covered services only if participation in the provider network is not contingent on joining the discount program and non-participating optometrists receive equal treatment in promotional materials and marketing.

Requires all affected contracts to comply with these provisions by December 31, 2021, applying to contracts entered into or renewed on or after January 1, 2021.
