Amends Arizona Revised Statutes Title 15, chapter 7, article 3 by adding section 15-744 to authorize the state board of education to adopt rules allowing special education students to participate in alternative testing instead of standard testing required under the article.

Establishes the Alternative Assessment Study Committee with 13 members including legislators, special education teachers, parents of special education students, school administrators, assessment experts, and the superintendent of public instruction.

Study Committee must evaluate outreach and professional development for parents and educators, accommodations for special education students, identification guidance for alternative assessment eligibility, and professional development opportunities for educators and administrators.

Requires the study committee to develop a parent guidebook on assessments for students with special needs and submit findings and recommendations to the governor, superintendent of public instruction, and legislature by December 1, 2020.

Study committee provision expires and is repealed on June 30, 2021.
