Requires Arizona to replace the AzMERIT test with the ACT and SAT as the statewide assessment beginning in the 2020-2021 school year.

Makes taking the ACT and SAT a graduation requirement for high school students, to be included as criteria for meeting academic standards in reading, writing, mathematics, science, and social studies.

Directs the state board of education to discontinue AzMERIT and adopt ACT and SAT as the official statewide assessment effective upon the act's enactment.

Maintains existing requirements that students demonstrate competency in academic standards and pass a civics test based on the U.S. citizenship and immigration services naturalization test.
