School principals may allow representatives from patriotic youth organizations one opportunity per academic year to address students during school hours, limited to the first quarter and not exceeding 10 minutes.

Representatives must submit verbal or written requests to the principal during the first two weeks of the academic school year to receive approval for the address.

Principals must ensure materials from patriotic youth organizations are distributed directly to students throughout the academic year, subject to prior approval and the principal's choice of distribution method.

Schools cannot deny equal access, fair opportunity to meet, or discriminate against patriotic youth organizations, including discrimination based on membership criteria or oaths of allegiance to God and country.

"Patriotic youth organizations" includes groups listed in specific chapters of federal law (36 U.S.C. chapters 301, 309, 311, 709, 803) and state affiliates, plus any youth group approved by both the school district board and school principal.
