Amends Arizona Revised Statutes section 28-337 to clarify procedures for monitoring high occupancy vehicle (HOV) lane degradation caused by authorized single occupancy vehicles.

Establishes a priority use system for HOV lanes when degradation occurs: passenger vehicles with 2+ occupants, public transit buses, buses with 2+ occupants, motorcycles, alternative fuel vehicles, and low emission/energy efficient vehicles.

Defines an HOV lane as degraded when vehicles fail to maintain 45 miles per hour or greater 90 percent of the time over a consecutive 180-day period during morning and evening weekday peak-hour periods.

Department of Transportation must limit lane use to the priority vehicle categories and maintain restrictions while degradation persists.
