• Amends Arizona Revised Statutes Section 15-184 to allow charter schools to give enrollment preference to pupils who attended a preschool program at the charter school in the prior year.

• Extends enrollment preference to pupils who attended preschool at another charter school sharing the same charter holder, governing body membership, or educational management organization as the enrolling charter school.

• Maintains existing enrollment preference requirements for returning students, siblings, foster children, homeless youth, and children of school employees and board members.

• Preserves charter schools' authority to use equitable selection processes (such as lotteries) when capacity is insufficient, with sibling preference exceptions.

• Does not change restrictions on admission based on ethnicity, national origin, gender, income level, disability, English proficiency, or athletic ability.
