• Requires the Arizona Department of Education to establish a crisis management team to recommend changes for persistently underperforming school districts.

• The team must consist of department staff with school improvement expertise, tribal consultation experts, rural school improvement specialists, and other relevant members appointed by the superintendent of public instruction.

• Applies to school districts operating schools that received F grades in both 2016-2017 and 2018-2019 school years and had less than 5% of pupils proficient in English language arts and mathematics in 2018-2019.

• The team shall consult with stakeholders and provide written recommendations to school districts, which must respond within two weeks either implementing recommendations or explaining their rejection.

• The superintendent may retain a portion of state monies to compensate crisis management team members; the crisis management team may require termination of the district superintendent if unable to meet community educational needs.
