Amends driver license fee requirements to exempt persons without a residence address or those whose residence address is a shelter providing services to the homeless from paying driver license fees.

Changes definition of eligible persons for fee exemptions from "veteran" to "person" in section 28-3002, expanding the exemption to all homeless individuals regardless of veteran status.

Modifies nonoperating identification license fee exemptions in section 28-3165 to include persons without a residence address or whose residence address is a homeless shelter, removing the veteran-only requirement.

Removes the definition of "veteran" from section 28-3165 that previously limited homeless exemptions to veterans as defined in section 41-601.
