Amends Arizona Revised Statutes section 41-1604.03 to establish a $3,000,000 annual appropriation from the special services fund for professional treatment programs provided by licensed or certified professionals including clinical social workers, therapists, psychiatric nurse practitioners, psychiatrists, psychologists, and substance abuse counselors.

Maintains the existing $500,000 annual transfer from the special services fund to the department of corrections building renewal fund.

Specifies eligible services funded under the $3,000,000 appropriation include cognitive behavioral therapy, group counseling, individual counseling, psychosocial interventions, post-traumatic stress disorder treatment, substance abuse and chemical dependency treatment, and telemedicine.

Permits any remaining monies in the special services fund after the required transfer and appropriation to be used for inmate benefit, education, welfare, and technology programs, with revenues from inmate use of technology systems deposited back into the fund.

Requires the department of corrections to submit an annual report to the legislature and secretary of state by August 1 detailing all special services fund transactions for the preceding fiscal year.
