Transfers existing Arizona Revised Statutes Section 9-499 and renumbers it as Section 9-1461 within a new Title 9, Chapter 14 governing property and vacant/abandoned buildings.

Authorizes cities and towns to adopt ordinances establishing registration, inspection, and maintenance requirements for buildings vacant or abandoned for more than 150 days.

Requires vacant/abandoned building ordinances to include owner registration with contact information, property standards for security and maintenance, inspection procedures complying with Section 9-833, written notice requirements, proof of liability insurance, and an appeal process with judicial review available within 30 days.

Permits cities and towns to charge fees for registration and inspection, with collected fees designated for public safety improvements, administration of the registration program, and repair or demolition of hazardous buildings.

Defines "abandoned" as a vacant building with two or more conditions present including trash accumulation, missing furnishings, trespassing/vandalism reports, structural deterioration, utility disconnections, or boarded-up windows/doors.
