Requires law enforcement officers, parties in criminal cases, and courts to notify individuals who may have been wrongfully arrested, indicted, or charged of their right to petition for record clearance, with no filing fee imposed by the court clerk.

Allows any person wrongfully arrested, indicted, or charged to petition superior court for entry of a notation on all court records, police records, and other agency records indicating the person has been cleared.

Requires the court to issue an order for the clearance notation if it finds such entry is in the interest of justice, and mandates the order be transmitted to all applicable law enforcement, prosecuting, and other agencies and courts.

Prohibits release of or access to cleared records except by court order, and permits the person to deny the arrest, indictment, or charges ever occurred.

Makes any person with notice of the clearance order liable for damages if they fail to comply with the court's restrictions on record release or access.
