Establishes the search and rescue equipment grant fund administered by the Department of Public Safety to provide grants to law enforcement agencies, fire departments, and fire districts for purchasing search and rescue equipment including water rescue devices.

Fund consists of monies appropriated by the legislature and any gifts, grants, or donations from public or private sources, with all monies subject to legislative appropriation.

Appropriates $1,000,000 from the state general fund for fiscal year 2020-2021 to the newly established search and rescue equipment grant fund.

Makes the $1,000,000 appropriation exempt from lapsing provisions under Arizona Revised Statutes section 35-190, allowing unspent funds to carry forward.
