Adds "sexual orientation" and "gender identity" as protected classes in Arizona's civil rights laws covering employment, housing, and public accommodations.

Defines "sexual orientation" as homosexuality, heterosexuality or bisexuality, and "gender identity" as gender-related identity, appearance, mannerisms or characteristics regardless of designated sex at birth.

Amends employment discrimination provisions to prohibit discrimination based on sexual orientation and gender identity in hiring, firing, compensation, and working conditions; allows gender identity as a bona fide occupational qualification when sex is such a qualification.

Extends housing discrimination protections to prohibit denying dwellings, making unavailable property, or discriminating in terms and conditions of sale or rental based on sexual orientation and gender identity.

Modifies the religious freedom protection law (41-1493.01) to establish that government may burden religious exercise when enforcing anti-discrimination laws, including federal housing regulations regarding sexual orientation and gender identity.
