Requires school districts and Arizona State Schools for the Deaf and Blind (ASDB) receiving special education voucher monies for regional cooperative students to submit itemized accountings on December 1 and May 1 of each school year detailing services provided and spending.

Mandates that accountings prepared for individual pupils be provided to the pupil's parent or guardian.

Requires ASDB and school districts to return unspent special education voucher monies to ASDB superintendent at end of each school year for deposit into a new supplemental special education grant fund.

Allows parents or guardians of pupils with unspent voucher monies to apply for grants from the supplemental fund for supplemental impairment-specific education services including tutoring, coursework, and technology.

Requires grant recipients to provide ASDB with an accounting and receipts within six months of receiving grant funds, with potential reimbursement obligations for misuse or failure to document spending.
