Establishes the Arizona Quarter Horse Racing Circuit Coordinating Council with one member appointed by each county board of supervisors.

Council members serve without compensation or expense reimbursement and must elect a chairperson.

Council duties include coordinating with county fair racing associations to promote a quarter horse racing circuit, developing a coordinated racing schedule among up to six participating county fairs beginning in 2021, and advising the Department on the application process and permit for the circuit.

The council and this entire section expire and are repealed on June 30, 2023.
