Allows pupils precluded by distance, lack of transportation, or a parent's/guardian's employment from attending school in their district of residence to apply for a certificate of educational convenience to attend school in an adjacent district or adjacent state.

Requires the school district of actual attendance to enter into agreements with the pupil's home district to share attendance records and provide funding for students who reside within the school district of actual attendance.

Changes eligibility requirements for state payment of excess tuition, removing the prior threshold that total tuition must exceed the equalization base amount for all pupils combined.

Requires the home school district to pass along any state funding received for pupils attending school under a certificate of educational convenience to the school district of actual attendance, which may charge indirect costs.

Exempts funding for pupils attending school under a certificate of educational convenience from the revenue control limit calculation under section 15-947.
