Establishes tuition waiver scholarships for students participating in Reserve Officers' Training Corps (ROTC) programs at Arizona universities who demonstrate financial need.

Requires scholarship recipients to maintain a minimum 2.0 cumulative grade point average; loss of eligibility occurs if GPA falls below 2.0, with a process established for renewal.

Mandates recipients who do not successfully complete the ROTC program reimburse the Arizona Board of Regents for all tuition waiver funds received; allows the Board to assess ability to repay and defer completion or repayment based on adopted factors.

Appropriates $5,000,000 from the state general fund for fiscal year 2020-2021 to the Arizona Board of Regents for ROTC tuition waivers, exempt from lapsing provisions.

Requires the Arizona Board of Regents to include in its annual financial aid report the number of ROTC tuition waivers awarded, applicants, recipients who did not complete the program, and those who reimbursed the Board.
