Requires contractors and subcontractors working on power plants to use a skilled and trained workforce for on-site construction work in apprenticeable occupations, with workers completing 20 hours of approved advanced safety training within the past three years.

Establishes the Arizona Power Plant Safety Committee to recommend and approve advanced safety training curriculum, composed of representatives from 10 apprenticeship programs (boilermakers, electricians, ironworkers, pipefitters, plumbers, and others).

Mandates skilled journeypersons be paid at least the 75th percentile wage for their occupation and geographic area, with prevailing wage rates as a reference point but not a requirement.

Implements phased requirements with 20% skilled journeyperson workforce by January 1, 2022, escalating to 100% by January 1, 2026.

Sets civil penalties of at least $1,000 per day for workforce requirement violations, back wages plus expenses for wage violations, and potential contractor license suspension or revocation for three violations within five years.
