Amends Arizona law to prohibit state agencies and political subdivisions from requiring public works contractors to enter into neutrality agreements with labor organizations as a condition of bidding, negotiating, or performing work.

Defines "neutrality agreement" to include agreements to remain neutral toward labor organizations, release private employee information beyond federal requirements, allow property access beyond federal law, or recognize a labor organization without a secret ballot election.

Clarifies that the prohibition does not prevent private parties from entering into individual collective bargaining relationships or interfere with activity protected by the National Labor Relations Act.

Extends similar prohibitions to energy facility projects subject to Arizona Corporation Commission approval under environmental compatibility certificate requirements.

Removes previous language that prohibited requirements for project labor agreements and apprenticeship program participation, replacing it with a narrower focus on neutrality agreements only.
