• Updates water conservation standards for plumbing fixtures in Arizona, effective January 1, 2021, replacing standards in effect since 1994.

• Requires plumbing fixtures to be either WaterSense-labeled, meet water efficiency criteria established by the WaterSense program before January 1, 2020, or be fixtures without WaterSense criteria.

• Redefines "nonwater consuming urinal" to mean fixtures designed to convey liquid waste without water use and meeting ASME standard A112.19.19 as in effect on January 1, 2020.

• Requires evaporative cooling systems and decorative fountains to be equipped with water recycling or reuse systems in both residential and commercial construction.

• Applies requirements to new construction and replacement of plumbing fixtures in existing buildings for residential, commercial, industrial, and public construction; includes provisions for state buildings to install nonwater consuming urinals.
