Amends Arizona Revised Statutes section 45-432 to modify criteria for designating irrigation non-expansion areas outside active management areas.

Director may designate such areas if there is insufficient groundwater to provide a reasonably safe supply for irrigation at projected withdrawal rates, considering future demand for irrigation and non-irrigation water uses.

Changes language from "current rates of withdrawal" to "projected rates of withdrawal" and requires the director to evaluate future water demand impacts on currently irrigated lands and other existing uses.

Maintains requirement that an active management area establishment under section 45-412 is not necessary before such designation.

Corrects terminology by standardizing "sub-basin" to "subbasin" throughout the statute.
