• Allows the director to issue both microbrewery and farm winery licenses to the same bona fide educational institution for postsecondary educational instruction purposes.

• Increases the production threshold for craft distillers to make sales directly to on-sale and off-sale retailers from 1,189 gallons to 3,566 gallons per calendar year.

• Permits craft distiller representatives and producers to consume small amounts of their products at special events for quality control purposes.

• Modifies joint premises permit requirements to clarify that underage persons must be accompanied by a spouse, parent, grandparent, or legal guardian (not just "an adult") and increases beer sampling limits from 12 to 16 ounces per person per brand.

• Allows bottle service at on-sale retailers without violation if customers tamper with locking devices on bottles without retailer knowledge, provided the retailer immediately replaces or removes the locking device when discovered.
