Merges the board of barbers and board of cosmetology into a single "barbering and cosmetology board" effective January 1, 2021, with combined regulatory authority over both professions.

Expands barbering definition to include skin care, hair extensions, and other services previously undefined, while allowing barbers to practice in health care facilities and establishments.

Allows applicants to take licensing exams before completing required instruction hours, but mandates completion of hours before licensure for both barbering and cosmetology.

Transfers all unexpended monies from the board of barbers fund to the new barbering and cosmetology fund, and requires the board to study license consolidation and fee structures by November 1, 2022.

Adds provisions allowing licensed out-of-state practitioners to provide services in Arizona for up to two weeks at specific events without separate licensure.
