• Allows career technical education district (CTED) funding for students in grade nine if they reach the fortieth day of grade ten enrolled in an approved CTED program.

• Establishes an in-demand regional education list compiled by the office of economic opportunity in collaboration with the department of education, updated by September 1 each year and approved by the Arizona Career and Technical Education Quality Commission.

• Restricts CTED funding for grade nine and post-graduation students to programs included on the in-demand regional education list for the pupil's region.

• Permits students in approved CTED centralized and leased campus programs to generate average daily membership during any day of the week and at any time between July 1 and June 30 of each fiscal year.

• Provides transitional funding for fiscal years 2020-2024 for post-graduation students in programs that were on the in-demand regional education list when the list was compiled.
