Adds Article 7 to Arizona Revised Statutes Title 17, Chapter 4, establishing protections for private landowner information related to endangered species research and conservation plans.

Designates data about landowner identity, species location, species identification, and animal/plant quantity collected by state agencies as confidential information that cannot be disclosed without written consent from the property owner.

Requires confidential species information to be collected only through standardized forms where property owners provide express written consent before their property is surveyed or enrolled in conservation plans.

Establishes a civil penalty of $25,000 for each violation of property owner confidentiality requirements.

Effective date: December 31, 2020.
