Amends Arizona Revised Statutes section 13-3411 to allow school administrators to refer students involved in drug violations to at-risk student programs instead of automatically reporting to law enforcement.

Requires school personnel to report drug violations to a school administrator, who must then either report to a peace officer or refer the student to an appropriate at-risk program (if the violation involves a student).

Maintains existing penalties for drug violations in drug-free school zones, including enhanced felony sentences with one additional year imposed, and mandatory fines of at least $2,000 or three times the drug value.

Makes it unlawful for school personnel or administrators to fail to report violations or make appropriate referrals as prescribed.

Defines "drug free school zone" as the area within 300 feet of a school, public property within 1,000 feet of a school, school bus stops, or on school buses.
