Amends Arizona sentencing law to exclude certain drug possession convictions from the definition of "historical prior felony conviction" (violations of sections 13-3405, 13-3407, 13-3408, and 13-3415).

Modifies section 13-703 to add a new provision stating that convictions for violations of section 28-1383 (reckless driving or habitual traffic violations) do not count as historical prior felony convictions unless the person was previously convicted of certain motor vehicle-related offenses or traffic violations within 72 months before the current offense.

Adds the same limitation for section 28-1383 violations in section 13-704 (dangerous offenders sentencing), preventing them from counting as prior convictions unless specific conditions are met.

Makes corresponding technical changes to replace the word "permitted" with "allowed" in the statutory text.
