Lowers the minimum age for foster care tuition waiver scholarship eligibility from 14 to 13 years old for persons currently in foster care, previously in foster care, or adopted from foster care.

Increases the maximum age limit for scholarship eligibility from 23 to 26 years old.

Changes community college tuition waiver scholarships from mandatory reduction by other federal aid to discretionary reduction, while protecting Arizona Education and Training Voucher program grants from counting toward the reduction.

Protects university tuition waiver scholarships from any reduction based on other federal aid or public assistance, including Education and Training Voucher program grants.

Removes a provision requiring continued scholarship awards after termination if eligibility criteria are still met.
