Amends section 41-1743 of Arizona Revised Statutes to require the highway patrol to maintain a sufficient number of officers on duty in each county bordering Mexico to respond to emergencies in a reasonable amount of time.

Appropriates $500,000 from the state general fund in fiscal year 2020-2021 to the Department of Public Safety to maintain the required number of highway patrol officers.

Makes the appropriation exempt from lapsing provisions under section 35-190, allowing unspent funds to carry forward rather than revert to the general fund.
