Maintains payment policies and rates adequate to ensure complex needs patients have access to CRT, accounting for significant resources, infrastructure, and staff required to provide these services.

Defines "complex needs patients" as members with significant physical impairment or functional limitation, including those with spinal cord injury, traumatic brain injury, cerebral palsy, muscular dystrophy, multiple sclerosis, amyotrophic lateral sclerosis, and certain amputations or paralysis conditions.
