Establishes the general adjudication personnel and support fund administered by the Arizona Supreme Court, with monies continuously appropriated and exempt from lapsing provisions.

Authorizes the Supreme Court to appoint additional full-time masters, paralegals, and law clerks for general water rights adjudications, with all positions fully funded by the state.

Allocates $2.39 million in fiscal year 2020-2021 to fund two paralegals ($147,610), one law clerk ($109,710), electronic case management system expansion ($133,920), and general fund purposes ($2,000,000).

Requires the Joint Legislative Budget Committee to review expenditure plans from the Supreme Court and Department of Water Resources before spending fund monies for fiscal years 2020-2021 through 2022-2023.

Authorizes the Department of Water Resources to use fund monies for additional full-time personnel and equipment related to water rights adjudications.
