Establishes a Study Committee on Educator Health Insurance Costs comprised of 11 members representing health insurance trusts, school districts, teachers, superintendents, school board members, and classified employees.

Committee shall examine costs of providing health insurance to school district employees and their dependents, review existing plans offered by Arizona school districts, and recommend affordable high-quality coverage options.

Requires committee to submit findings and recommendations to the governor, president of the senate, and speaker of the house by November 1, 2021.

Committee membership includes representatives from both rural and urban school districts to ensure diverse perspectives on insurance accessibility and affordability issues.

Committee authority expires and this section is repealed on October 31, 2022.
