Amends Arizona Revised Statutes section 41-1733 to establish the Arizona School Safety Fund for school safety programs instead of interoperable communication systems.

Appropriates $1,500,000 in fiscal year 2020-2021, $3,000,000 in fiscal year 2021-2022, and $3,000,000 in fiscal year 2022-2023 from the state general fund to the Arizona School Safety Fund.

Appropriates $3,000,000 annually from the Arizona School Safety Fund to the Department of Public Safety for fiscal years 2020-2021, 2021-2022, and 2022-2023 to establish a school safety program.

Requires the school safety program to deploy a secure multimedia communications system integrating voice, video, data, panic alarm systems, and real-time collaboration tools between schools and public safety agencies.

Specifies the system must encrypt all communications, maintain participating entities' control of their own communications assets, and ensure student and staff privacy.
