Establishes a three-year developmental disabilities group home monitoring pilot program overseen by the Department of Economic Security using the state's federally-designated protection and advocacy entity for persons with developmental disabilities.

Requires the designated entity to conduct annual in-person inspections of all group homes, investigate complaints, monitor health and safety conditions, and provide information to residents about their rights.

Mandates quarterly visits (including unannounced visits) to group homes for persons identified at higher risk of abuse or neglect based on factors such as sole caregiver dependence, limited ability to supervise caregivers, recent destabilizing events, or prior protective services referrals.

Requires a comprehensive report by December 31, 2023 to the Governor, Legislature, and Secretary of State detailing observations, systemic issues, service quality assessments, and recommendations for improvements.

Appropriates $1,200,000 from the state general fund for fiscal year 2020-2021 to fund the pilot program, which expires June 30, 2024.
