Allows persons otherwise qualified to register to vote during the 28 days immediately preceding an election if they have been a resident of their county and precinct for at least 29 days.

Permits same-day voter registration at polling places on election day by completing a registration form and providing proof of residence.

Persons registering under these provisions may only vote with a provisional ballot and cannot vote in partisan primary elections; eligibility is limited to federal, statewide, countywide, and legislative offices.

Implements automatic voter registration at driver license offices, including nonoperating identification licenses and address changes, with a 21-day opt-out period after notification.

Effective date is December 31, 2020.
