Amends Arizona law to allow advance deposit wagering providers to accept wagers using technologies approved by the commission, expanding beyond telephone-only methods previously permitted.

Clarifies that advance deposit wagering is allowed on previously held races in addition to live and simulcast racing.

Removes the requirement that only commercial dog racing permittees that conducted live dog racing in 2016 can conduct advance deposit wagering, allowing all commercial dog racing permittees to participate.

Removes the provision allowing the commission discretionary authority to issue advance deposit wagering permits and instead mandates that the commission shall issue such permits meeting the specified requirements.

Establishes anti-competitive practice prohibitions for simulcast agreements, including restrictions on excessive fees, bundling of signals to inflate prices, and other practices that artificially inflate market rates for simulcast rights.
