Amends section 48-701, Arizona Revised Statutes, to modify the definition of "public infrastructure" in community facilities districts.

Clarifies that water systems may be used for viticulture (grape growing/wine production) purposes, or for repair or replacement of existing agricultural irrigation facilities required by other improvements allowed under the article.

Changes language from "permitted" to "allowed" regarding facilities authorized under the community facilities district statute.

Does not substantively change the overall structure or authority of community facilities districts, only refines permitted uses related to water systems infrastructure.
