Prohibits public service corporations, their affiliates, and principals from contributing directly or indirectly to Arizona Corporation Commission candidates, and prohibits such candidates from accepting or soliciting these contributions.

Defines "affiliate" as entities that control, are controlled by, or share common control with a public service corporation, or receive contributions from one within the same calendar year while also contributing to a Corporation Commission candidate.

Classifies coordinated expenditures by public service corporations as in-kind contributions to Corporation Commission candidates, including payments that republish candidate materials or are made in cooperation with candidates.

Establishes a "firewall" mechanism allowing entities to separate personnel and prevent strategic nonpublic campaign information from flowing between the entity and supported candidates to avoid coordination violations.

Defines "covered expenditure" to include campaign advertisements, materials promoting or opposing candidates, references to candidates within 120 days before elections reaching 500+ individuals, and related costs for research, design, or data analytics.
