Amends Arizona law to prohibit public bodies and airport operators from imposing taxes, fees, charges, or assessments of any kind on transportation network companies, drivers, or passengers for operations at public airports.

Defines "public body" to include the state, counties, cities, towns, political subdivisions, and entities operating public airports in Arizona.

Maintains state preemption over regulation of transportation network companies while allowing public airports to establish operational requirements (such as vehicle limits) that do not include financial assessments.

Prohibits transaction privilege taxes and similar taxes on transportation network services provided by permitted companies and their drivers statewide.

Applies retroactively to December 31, 2017.
