Prohibits disposal of solar panels and electric/hybrid vehicle batteries in solid waste landfills; requires disposal only at department-approved recycling facilities.

Imposes a fee of $0.85 per 0.85 kilograms for battery disposal and $5 per solar panel, collected by the Department of Revenue and deposited into a specialty environmental component fund.

Exempts manufacturers from fees if they establish their own recycling program for end-of-life management and submit annual reports to the department detailing collection activities.

Directs the specialty environmental component fund to reimburse approved recycling facilities and fund cleanup of pollution caused by improper disposal, with the department authorized to seek reimbursement from manufacturers.

Establishes a civil penalty of up to $5,000 for violating the landfill disposal prohibition; the article is repealed effective June 30, 2027.
