Amends the definition of "physician" in Arizona's medical marijuana law (A.R.S. § 36-2801) to include nurse practitioners licensed under title 32, chapter 15 who are authorized to prescribe opioids.

Adds physician assistants licensed under title 32, chapter 25 who are authorized to prescribe opioids to the definition of "physician" for medical marijuana purposes.

Expands the pool of healthcare providers who can issue written certifications for medical marijuana use by patients with debilitating medical conditions.

Requires passage by a three-fourths affirmative vote in both houses of the legislature per Arizona Constitution article IV, part 1, section 1.
