Amends Arizona Revised Statutes section 36-2804.06 to allow cardholders to choose between electronic or tangible registry identification cards instead of being limited to one option.

Requires the Department of Health Services to implement an electronic registry card program by December 1, 2019, enabling electronic verification and delivery of registry identification cards, registration certificates, and renewals.

Maintains existing provisions for card expiration (two years), replacement fees ($10), renewal timelines (ten days), and cancellation procedures for dispensary agents.

Requires approval by at least three-fourths of the members of each house of the legislature for enactment pursuant to Arizona Constitution article IV, part 1, section 1.
