Amends Arizona Revised Statutes section 17-332 to allow transfer of big game permits and tags to gold star children (minors whose parent was killed in action while serving in the U.S. military).

Gold star children under 14 years of age must satisfactorily complete Arizona hunter education course or comparable approved course before beginning the hunt for which the permit or tag is transferred.

Expands the definition of "qualified organization" to include nonprofit 501(c)(3) organizations that provide opportunities to gold star children, in addition to existing categories of children with life-threatening medical conditions, children with physical disabilities, and veterans with service-connected disabilities.

Adds new subsection G establishing definitions for "disability," "gold star child," and "qualified organization" for purposes of the permit transfer provisions.
