Amends Arizona Revised Statutes section 12-820.05 regarding tort immunity for public entities and public employees.

Clarifies that public entities are not liable for criminal felonies committed by public employees unless the entity knew of the employee's propensity for that action, with an exception for motor vehicle operation.

Adds new immunity protection for public officers who provide emergency medical care gratuitously and in good faith in public buildings, public gatherings, or emergency scenes, limiting liability to cases of gross negligence.
