Requires the Arizona Department of Corrections to pay for and assist prisoners in obtaining a nonoperating identification license before discharge if the prisoner has served at least four years, unless they obtain a driver license or identification license through other means.

Allows the department to withdraw applicable fees from a prisoner's spendable or dedicated discharge account for driver licenses or nonoperating identification licenses if the prisoner is eligible.

Maintains existing requirements for returning property to discharged prisoners, furnishing accumulated monies (minimum $50), providing clothing (up to $35 cost), and issuing transportation tickets.

Permits prisoners to allow their hair to grow one month before discharge.
