Amends Arizona Revised Statutes Section 15-183 to add requirements that charter school governing bodies have at least three members with restrictions on family relationships serving simultaneously on the same board.

Prohibits more than two immediate family members from serving on a charter school governing body, and immediate family members cannot constitute a majority of board members.

Creates an exception for charter schools with at least 250 students located in counties with populations exceeding 500,000 persons, allowing up to two persons related by affinity, consanguinity, or law to the third degree on the governing board.

Adds a new requirement that charter school governing bodies must comply with Arizona's open meeting requirements under title 38, chapter 3, article 3.1.

Establishes a new governing board requirement for charter holders (separate from school governing bodies) with the same family relationship restrictions and requirements as school governing bodies.
