HB2880 Summary

• Allows the director to approve assignment of assured water supply certificates without re-evaluating groundwater physical availability if the assignment does not increase total groundwater demand compared to the original designation in the Pinal active management area.

• Deems water physically available for assured water supply purposes when it consists of stored water recovered through existing long-term storage credits or water to be stored and recovered in the future, if it meets physical availability requirements.

• Defines "area of impact" for groundwater recovery purposes as within one mile of an underground storage facility, within an irrigation district boundary with a groundwater savings facility permit, or other areas demonstrated to be positively impacted by storage activity through an approved hydrologic model.

• Requires that lot number changes to plats in the Pinal active management area shall not be considered material changes when evaluating assured water supply certificate modifications or renewals.
