Requires Arizona Department of Environmental Quality (ADEQ) to establish individual consultation policies with all 22 federally recognized tribes in Arizona before adopting policies, issuing permits, or making decisions affecting tribes and their interests.

Each tribal consultation policy must include provisions developed with tribal leaders describing consultation requirements, contact information, geographic areas requiring consultation, and statements affirming tribal sovereignty, government-to-government relationships, and meaningful timely consultation.

Requires ADEQ to publish all tribal consultation policies on its website within 90 days and notify the Governor's Office on Tribal Relations and all 22 tribes of publication, with updates required by December 31 of each even-numbered year.

Appropriates $1,000,000 from the general fund in fiscal year 2020-2021 to ADEQ to analyze the federal Navigable Waters Protection Rule and develop a state water protection program in consultation with tribal governments.

The appropriation is exempt from lapsing provisions and funds ADEQ's analysis of federal Clean Water Act jurisdiction impacts on Arizona's water resources and natural beauty.
