Amends Arizona Revised Statutes sections 15-914.02, 41-1279.03, and 41-1279.04 to extend auditor general authority to charter schools in addition to school districts.

Requires charter schools to comply with audit reporting, follow-up, and hearing participation requirements established for school districts under section 41-1279.03.

Directs the auditor general to establish a schoolwide audit team that monitors both school districts and charter schools to determine the percentage of every dollar spent in the classroom.

Requires charter schools receiving monies from the Arizona English Language Learner Fund and Statewide Compensatory Instruction Fund to comply with audit requirements and submit status reports on implementation of audit findings every six months for two years.

Grants the auditor general authority to examine all books, accounts, reports, and records of charter schools and access to their executive sessions for audit purposes, with the same enforcement and penalty provisions as for school districts.
