Requires state agencies and political subdivisions to consider electric vehicles and long-term maintenance and fuel costs when evaluating total costs for new motor vehicle purchases.

Allows political subdivisions (counties, cities, and towns) to apply to the Department of Administration for reimbursement of the cost difference between electric vehicles and fossil fuel vehicles they purchased.

Establishes a first-come, first-served reimbursement process with caps that may be set by the Department of Administration for each political subdivision.

Appropriates $1,000,000 from the state general fund for fiscal year 2020-2021 to the Department of Administration to distribute reimbursements to political subdivisions.

Makes the appropriation exempt from lapsing provisions, allowing unspent funds to carry forward.
